Serious flaws in East Timor's presidential election may force some areas to repeat first-round voting but time to fix the problem is critically short, an election official says. The vote count is inconsistent and some polling officials have failed to carry out their duties properly, said Martinho Gusmao, a spokesman for the national election commission. "We noted inconsistency in the data," Mr Gusmao said after Monday's presidential vote, which ended in a stalemate with a runoff due on May 8.

In some districts the number of valid ballots did not match the tally of votes declared for the eight candidates, he said. Officials also failed to report the count properly using the correct documentation, he said. "It is very, very difficult to resolve this situation," he said. "The worst hypothesis would be a re-election in some areas." The situation is "very critical" because the problems must be addressed within 72 hours, which may be impossible, he said. There have been growing questions about the conduct of the first-round vote, the first presidential poll in East Timor since independence in 2002. Most of the candidates who stood formally demanded a recount, even though international observers said the poll in the former Portuguese colony was generally orderly and peaceful. The commission rejected their demand on Thursday, saying it had no legal basis to accede to the request. A number of the candidates also raised the possibility that voters were intimidated, stoking fears of instability in the troubled state ahead of the second round. "Most of the voters did not know what to do," Mr Gusmao said, adding they should have been better educated about polling procedures. Jose Ramos-Horta, East Timor's current prime minister, and Francisco "Lu Olo" Guterres, the ruling Fretilin party's candidate, emerged to contest the runoff. Final first-round results were supposed to be published on Sunday. Foreign peacekeepers have been on the streets of East Timor, formally known as Timor-Leste, for nearly a year after gang violence left 37 people dead and sent 150,000 fleeing their homes in April and May 2006. Violence has pulsed through the impoverished country since a bloody split from Indonesia, which occupied East Timor for 24 years up to 1999.

Regarding to BBC News , Thursday, 12 April 2007, East Timor's prime minister has joined calls for a recount of votes from the first presidential election round

Jose Ramos-Horta, a candidate in the election, said he was concerned by allegations of irregularities and intimidation of voters.
Another five of the eight candidates in the race filed a protest over the issue with election officials on Wednesday.
Mr Ramos-Horta is due to face a run-off with the ruling party candidate after no one won an outright majority.
According to preliminary results, the prime minister took 23% of the vote, trailing the Fretilin party's Francisco "Lu-Olo" Guterres, who had 29%.
The two men are expected to go head-to-head in a second round on 8 May, although the final results of the first round will not be known until early next week.
Recount discussed
International observers, including the UN and the EU, had described Monday's election as generally calm, orderly and peaceful, with a high voter turnout.
But five of the candidates on Wednesday claimed the election had been undermined by intimidation of voters and irregularities with the count.

Adding his voice to those concerns, Mr Ramos-Horta said he was alarmed that 150,000 voters - about 30% of registered voters - did not cast a ballot.
"Why? I don't know," he told reporters. "There has to be an investigation. I ask the UN for an explanation."
The national election commission was expected to meet on Thursday to discuss the possibility of a recount.
But spokesman Martinho Gusmao said any recount was unlikely to drastically affect the result.
"No candidate will win more than 30%," he said.
Monday's presidential election was East Timor's first since it won independence from Indonesia in 2002.
Many had hoped it would bring an end to the political tension and instability that has blighted the young country.
Last summer, more than 30 people were killed and thousands displaced in clashes between rival military factions.
There are fears that any prolonged uncertainty over the election could trigger more violence, although similar fears of unrest during the first round mostly proved unfounded.

Setelah membaca beberap pemberitaan dari Luar negeri seperti ABC,SBS dan BBC kebanyakan menghawatirkan adanya kekerasan lagi bila hasil pemilihan diumumkan secara resmi setelah pemilihan kedua diadakan pada tanggal 9 mei mendatang. Sampai saat ini perolehan sementara angka terbanyak dalam pemilihan tahap pertama diduki ole Lu-Olo sedangkan Ramos Horta pada tempat kedua di-ikuti Fernando Lasama pada tempat ketiga.

Dua hari yang lalu para kontestan calon presiden yang lain telah mengajukan surat protes kepada komisi pemilihan Umum tentang perhitungan hasil suara yang tiba-tiba angka Lu-olo melonjak daripada calon yang lain banyak membuat para pendukung Horta dan calon yang lain menyesal.para calon yang lain juga mengajukan protes tentang pemilihan yang dilaksanakan adalah tidak fair sebab dilaksanakan dibawah intimidasi oleh pengikut partai Fretlin terhadap penduduk di daerah-daerah. mereka juga menuntut agar perhitungan suara dilakukan ulang.

Disamping itu Ramos Horta juga menanyakan sekitar 150.000 peserta pemilu tidak memasukkan hak pilihnya dan perlu di-investigasi lebih lanjut oleh badan dunia PBB. Ramos Horta dan Lu-olo akan bersama merebut kursi presiden pada tahap kedua pemilihan tanggal 8 mei mendatang . dikhawatirkan situasi Dili akan memanas dalam pemilihan tahap kedua nanti dan hasil perolehan suara diumumkan.
